Umm... 2002 4runners are not 5th generation.
That being said, you fix this by either going to your mechanic with your vehicle, or going to the parts store and getting a new serpentine belt and using the tools you have to install it.
Consequences are that you a) lose power steering b) are not charging your battery. Problem A makes harder to steer the thing. Problem B means that when the battery runs out, your vehicle stops running. You might hurt something, like the computer, or if you're trying to crank your engine when the battery voltage is low, burn out things like your starter solenoid.

Yes. Replace it. Without it, your Alternator will not turn, which means your battery will not recharge; which means very soon you will either a. stop moving as your plugs/ecu no longer are getting a electrical charge to operate or b. you won't be able to start it.
A belt is cheap and it takes about 5 minutes to fix. From your question, lets assume you do not know much about cars. Pay someone 5 -10 bucks or a friend some beer to do it for you.
