You can just use a good paint polish, or if it is really bad, a compound then polish.
I’ve used Optimum polish and their compound, but Meg’s Ultimate Polish and Ultimate Compound should do well.
Pull the speedo trim piece if you can to get into the sides and corners better.
Use clean microfiber towels.

Very easy to use.
I think I used an $18 kit with included buffing wheel you attach to a drill, super fine sandpaper and polishing compound.
I've heard of people using old-fashioned (white cream) Colgate toothpaste on buffing wheel. I think that would work, too. Heavily pitted / yellowed plastica may take more time or use of the sandpaper.
