Bike Rack on Spare Tire?

I haven't used one of these carriers, but I've worked in a bike shop. Make sure the carrier is supple at the bike mounting points and gives sufficient clearance from the rear of you rig so it isn't swinging into anything. This racks can wear on bike frames if that's a worry of yours, mostly cosmetic though. Have you considered this style? Thule T2 Classic | Thule | USA
 
I am partial to the Thule Spare Me due to the way it spreads/protects the weight over a larger portion of the tire.
It also allows centering to the vehicle with available offset mounting locations.
The biggest caveat to most spare tire racks is the method of holding the bike. They are very frame-dependent (i.e. full suspension/drop frame)
If you can safely create clearance with a tension-able hitch extension, I would really recommend a platform-style rack though.
The increased weight ratings and ease of use are worth the extra expense IMO.
 
+1 for the Yakima Spare Ride. My CBI swingaway has the angled carrier, and the Spareride can still accommodate 2 bikes as long as I'm careful. I had the Sparetime before this and the new one is definitely an upgrade.

One warning - make sure to throw some loctite on the threads for the main knob. I learned that lesson the hard way. Apparently the threads can loosen a bit when jostled around. Hence the new Spareride. Thankfully no bikes were harmed.
 
1UP USA is the best rack on the market though expensive. Totally solid and is very compact. I have had Yakima and Kuat and they all had their problems...no problems so far with my 1UP.

I'm hoping my 1UP is the last rack I ever have to buy...
However - OP is looking to a spare tire mounted rack,
which I don't believe 1UP currently produces.
