One very important factor when it comes to taking pictures with cellphones (well even with regular cameras, but lets not get into that here 
) is lighting, and working with what you have.
Most cellphone cameras either come with no flash, or a very weak flash (that basically amounts to a high powered LED)...not very adequate at all to fill the whole frame in high contrast or dark scenarios.
When I use my cellphone, I usually try to make the most of available light and not rely on the built in flash by positioning the subject to face a light source instead of having a strong light source behind them. For example, don't try to take a picture with the sun (or a bright street lamp) behind the people you are trying to capture in the picture because the flash will never be able to compensate and fill out the faces.
Also another common problem one runs into is night time photography, such as trying to capture a shot of the city skyline or xmas lights, etc...if you leave the flash on, it'll probably come out as a really dimly light picture. In that scenario, you'd want to turn off the flash and just go with ambient light because with the flash on, it's not going to meter the exposure correctly and you'd just end up with a useless shot.
Lastly, learn to play around with the exposure compensation if that adjustment is available, sometimes auto metering just won't cut it on certain scenarios. For example if you're trying to capture the sunset, you'd have a very bright hot spot that the auto metering is trying to compensate for, so you would likely end up with a pitch black shot and a proper exposed sun. If you bump up the exposure a little bit, you can then capture the surroundings a bit better with a slightly over exposed sun.
Keep in mind, this is not going to create any miracles, but it might come in handy sometimes when you wonder why this darn camera just won't capture the picture properly in auto mode
