Custom hood scoop on 3rd gen

So I'm walking out to my 4th gen and I spy a 3rd gen parked in front of me with something strange on the hood so I started snapping some pics - here you go

Hmmm...is that a rare 3rd gen Highlander/Sport Edition I see?

It's got a 97-00 Tacoma grille & headlights too. Aftermarket projectors for said years.

It looks like an upside down 99-00 grill.

Plastic aftermarket scoop applied with 3M Tape.

There was a poor second gen running around here with two of those Lee Press On Scoops, along with all sorts of tape on cooling vents and other JC Whitney accoutrements. I said a prayer for it every time I passed it.
