Installing roof rack, which loctite needed?

Looking to take my rails off and install a factory roof rack. I have the silicone but don’t know which loctite to use. Loctite on the bottom and silicone at the top correct?

Blue is the most common thread locker. Red is normally used for mating two pieces together that don't have exposure to air to cure (such as sealing an oil pan, transmission, etc.).
