I would assume not since you should be in motion to adjust into 4-hi. On top of that to switch into 4-Lo you need to be in neutral and I would ASSUME ignition on since the actuator requires the power to make the shift?
Can I ask why you would want to shift with the power off?

I am asking to learn the overall function of the system, which seems to be somewhat clouded in mystery, at least for me, being a neophyte.
I surmised that the answer would probably be 'no', since the actuator is electrically operated and nothing electrical on the Runner seems to function with the ignition off.
As far as being in motion, I know it works from H2-H4 in motion, as referred to in the manual, but there is nothing stated it works only when in motion.
