You might also recognize Qatar as the country the Vice President of the United States, Joe Biden (someone who has access to govt intelligence reports) basically called an enemy when he said "our real problem are our so called middle eastern allies" ; what Biden was referring to was SPECIFICALLY Saudi Arabia and Qatar's funding of ISIS and ISIS-like groups throughout the middle east for the last 10 years onward.
