My question relates to my 2003 4Runner V6 SR5. I very seldom recycle the cabin air. In other words, when my fan is on, 99.9% of the time I blowing fresh exterior air, not recycled cabin air. However, 50% of the time I turn on the ignition the recycled air light is on (comes on by itself). Anyone else have this problem? Any suggestions on how to resolve the problem, other than always manually pushing the botton off?

Recirculation automatically runs whenever the a/c is running….also, the a/c comes on any time your defrost is on, therefore it will switch to recirculate by itself. This is designed to lower humidity levels inside the cabin

Yeah, it's not a problem, but a function of Toyota/Lexus climate controls. depending on your temperature settings AND the outside temp, as well as humidity, the system turns the recirculating door open or close as it sees fit for maximum efficiency.

I'ts been too cold up here to use A/C for the last month or two. I noticed when I have the climate control on Auto (new to me) it does whatever it wants regarding where the air is coming from etc., but I didn't realize the A/C will kick in, or that it will recycle cabin air, even with Auto not selected, or with A/C not selected. If what you are saying is true, I'm not sure that I like it, but at least now I know the darn thing isn't possessed.

mine dont recirculate on defrost mode.
It has the most frustrating control logic ever. In Colorado we have great cool, dry, clean air most of the time, and I want to breathe that not the stale air in the car. It recirculates when I want fresh air most, like if the car is hot and has been sitting in the sun, or if I turn the temperature colder because I don't want any heat on a cool morning. Most of the time it only turns itself on at startup, but sometimes while driving it decides that the outside air is too fresh, so it must suddenly make it hot and stuffy inside. Sometimes it goes on when I have the windows down. It's by far the stupidest feature of this vehicle, and possibly the only thing I don't like about it.
You could disable the recirculate actuator, but it's a pain to get to, and I don't know how you would disable it.
My plan is to make a circuit that connects to the LED and the switch. Whenever it sees the LED come on (detects the voltage), it will press the switch (electronically not mechanically) to turn it off. It would be easier to connect to the wiring that goes to the actuator, except that I don't think it's accessible. The thread that shows how to replace it doesn't show any kind of cable or harness, so it must be attached to where the actuator mounts. Maybe there's an output from the HVAC control panel that I could interrupt?
I am also planning on adding a switch to override the A/C compressor so it doesn't have to run when I run the defroster. I think the relay is called something like MAG CLT (magnetic clutch).
Maybe we just need a few people to crash as a result of the recirc and Toyota will have to do a recall to fix it.

I wouldn't suggest this. Without programmable logic you run the risk of a race condition. In short, the climate control system constantly fighting the circuit you've put in place.
I think (haven't yet proven it) that this is when it's happening on mine as well...when I have the temp all the way down on start-up.
