Reparing Plastic - Fender Flare Damage

Recently my left bumper fender flare on my 99 LTD was busted off by an uninsured tow truck driver. Rather than paying for a new part I want to fix it.

What Happened:
The fender flare's plastic mounting brackets busted off. I'm really not missing any plastic pieces, they just broke. The question is how do I glue it back on.

Possible Solutions:

1) Super glue - I've heard this doesn't work well under diverse weather conditions, and I just can't imagine it being adequate.

2) JB-Kwick - Epoxy mixture that is super strong. Does not work with Polypropylene plastic or Polyethylene plastic. I don't know if the flare is made from that type of plastic.

3) Gorrilla Glue, they sell it at the dealership but it the service guy said it's the same as super glue.

4) Replace the part - I see this as a last resort because I would need to buy a $40-$50 dollar part, and then paint it was well. I'm broke.

5) Any ideas? Any input would be greatly appreciated. If you have any idea what type of plastic the fender flares are made out of let me know.

Fender flares make a good addition to any truck.These flares are easy to install and last a long time.Not only do they look good they also help protect from stone damage and help channel water from the wheel area.

I appreciate the response, however, that does not solve my problem.

I ended up trying this epoxy called "Plastic Fusion." After the glue sets I'll duct tape the hell out of it on the inside. Finally, there will be one bolt holding a bracket on just in case all the glue fails. None of these repairs will be visible once attached.
