Strange RPM issue

Today I changed the spark plugs, Cleaned the MAF, and Cleaned the Throttle Body on my 2004 sport 4wd 4.7 V8 4Runner. After hooking everything back up I cranked it and at first it took forever to start, and CEL VSC OFF and VSC TRAC all came on. I then turned it off and restarted it where it cranked immediatly and sounds so much better than it used too. The issue is that now when ever it is in park it sits at around 1700-1900 RPMS and wont come down even if the engine is warm. Then when I drive it, it wont drop below 1200 RPMs and does not decelerate. When coming to a stop it shifts normally until it gets to around 10mph and the shutters to a stop almost like pumping the brakes.

My guess would be that I screwed something up when cleaning the Throttle body. But, i cant see anything to my knowledge that could be adjusted or such.

Do any of yall know what this may be? How to fix it? or if it is safe to drive?

Disconnect the battery and let it sit for 10-20 mins, then hook it back up. It needs to "forget" the idle value it has learned with the coked up throttle body.
 
The two above statements are good advice. If you had the throttle body disconnected the system more than likely forgot its proper values, so when you reconnected it you relearned improperly.

Disconnect the battery for 10-20 minutes as the above poster stated and then let the vehicle idle with no loads for about 10 minutes, then try and drive it for a bit. This will let the vehicle learn its new idle position, it will run rough for a bit as it learns new throttle angles which can take a few cycles.
