I've done one on a 2nd Gen, but not on a 3rd Gen. I would think as long as you're within your Gen's year range on both ('96-'02 for yours), you should be okay. It looks like no one here is certain, given the time that's passed, so maybe give your nearest Toyota dealership a call. Toyota always seems to do a clean break between generations, and there isn't anything in the tailgate that would change for an option package, so the wiring should also be the same--still, I would just make some phone calls to the pros (dealership, larger body shops, etc.). There's no physical difference between 98 and 99 tailgate so that's a staight swap. Only deal breaker is the actual tailgate wiring harness white connector inside the headliner being different in size, so it won't plug in. Also the modules on both years inside the tailgate are different.
If you can trace the wirings that controls the tailgate devices, then it can be done.
