This has been a know "issue" over on the RAV4 forum for years. It is nothing new, and not confined to the new 4Runner or Lexus. Even Hondas have had it, and Honda, to their credit, put out a bulletin about it.

It is not a manufacturing defect, thus there will never be a T-SB on the issue.
