Uknown Part Name on 3rd gen T4R

Did a search and came up with the name "headlight filler piece"
Its the 1 inch tall about 10 in wide painted piece under the headlights attached to the fender where it wraps around. I rear ended someone and have ordered all the parts besides this. Does it come with the fender and if not what is the name of it, i CANNOT find this piece
