Warped rotors? Tire out of round?

2008 4r came with 18" wheels, changed to 17" w. 265 x 75 from a 2016 4r maybe 10k miles ago. Currently experiencing brakes pulsing like rotor issue or out of round tire or? Local muffler shop did the wheel/tire swap and wonder if excess lug nut torque can cause rotor warp?
Anyone ever have that experience?

Rotors don't warp under normal use. that is a misconception surrounding pad buildup on the outer surfaces.
if you didn't have the issue before, swapping wheels wouldn't change anything. (assuming the rotors aren't actually hitting the wheel..)
Do you notice any shake in the steering wheel? My guess would be the shop did a poor balance on the new wheels since they are notorious for being problematic due to the lug-centric design .
