What winch mount is this?

Today I brought home my first 4runner. Was my aunt's. 2003, garage kept and dealer maintained. Only 73,500 miles has the JBL audio not bad for $5k. (I love the box of all documentation and records) [sadly nothing about the mount for the m8000i mount]

Any clue what kind of winch mount this is?
Now to start the installs
Picked up 17" trd wheels yesterday
NOS Toyota led brake lights
Morimoto replacement led bulbs for rear

Got any closeup pics of the mounting? That doesn't look like it was supposed to fit the 4R but was modified/installed. I would think those hoops should protect the headlights so the whole thing should sit much higher on a different vehicle.
