FWIW, I'd buy that in a heartbeat if I was looking for a 4.0. Shoot, 67k miles??? That's awesome. I spent $16k on my '08 Limited 4.7 with 98k miles.
As far as treating the rust, Fluid Film won't make the rust that's there go away, it will just stop it from rusting any further. As long as the metal is not compromised, the surface rust will be just that. There are all kinds of things you can spray with other than Fluid Film. Hell, when I was in my 20s, I used ATF.
I've used FF on my trucks for about 10 years. I just sold a 1998 Tahoe that had been in Maine its whole life...I sprayed it every fall, and it looked great. There was no more surface rust than when I bought it, and the body/frame were solid.
Rust is a fact of life up here and in the rest of the rust belt. Short of buying a brand new vehicle and treating it with something every fall, or finding that unicorn that was meticulously taken care of, anything used will have some rust somewhere.
More than surface rust on the frame and axle housings, I would want to check behind any trim, the rockers, and at the bottom of the fenders as well as the bottom of the doors. Those are areas that rust from the inside out, and once you see it, it's too late for easy solutions. Make sure that you spray (whatever you choose for prevention) inside your panels/rocker/etc. Remove any drain plugs.
In a perfect world, I'd buy my used vehicles from the southwest, but time and money dictate otherwise.
