Do some independent research on your local laws. You may or may not have a compelling case.

If you decide to pursue legal action, it's possible to find a lawyer who will work on contingency, but you're still going to shell out money and worse yet, it's going to cost you a significant amount of your time. $700 bucks is a stinger, but I would probably just let this guy go. Or accidentally run over his dog
