yes there are washers on both the drain and fill plug. Here is an article with part numbers

It sounds like someone in the past left one behind which is why you have two. I did mine at Christmas and replaced the drain plug. I think I remember the dealer telling me the drain and fill plugs looked the same but only the drain was magnetic...
