Cruise control operation?

This being my 3rd Japanese SUV(I owned a 96 Sudekick Slort, and a 95 4Runner), and my question is: why can't Japanese car companies figure out the cruise control programs? My '16 will downshift at the slightest change, then won't up shift back to overdrive. If I cut off the cruise, I can push the accelerator hard before the teams will downshift, then it will up shift immediately when I let off the gas. What gives? My other 2 vehicles did the exact same thing. None of the domestic vehicles I've owned are were that sensitive.
