If it were me I'd shoot for at least May. I've done a lot of exploring in Utah and almost all of the National Parks are still closed until almost June.
This year is even an exception - Northern Nevada has just set an all time record for total snow fall in the Sierra Nevada at more than 500 inches so far this year. Records have been kept for 125 years! Also our total precipitation around Reno has broken the record for the the whole year - and it's only the end of February - still ten months to go.
Everything that crosses northern Nevada ends up in Utah plus what drops down from Oregon and Idaho.
