3" is the max suspension lift that you can safely do without compromising the reliability and durability of the drive train and suspension parts.

if you want/need more, you'll have to add a body lift or the drop bracket lift which i believe, is permanent as you have to cut some parts of the ladder frame to bring down the front diff.

for shocks, in most cases, the bilstein 5100 or the bilstein 6112 have been found to be better in terms of ride comfort than the ome shocks.

for more coil spring options, you might like to consider Dobinsons Springs.

Also, just an FYI, since you're planning on putting armor at a later date, the front coil springs of the 4th/5th gen 4Runner and the FJC can be used on the 3rd gen 4Runner.
