Frame looks to be in good shape, so that's a good start. Don't overthink this too much but also don't think that this is a "one and done" type situation. If you drive your vehicle in the winter where salt is put down, you're going to have to keep up on the rust.
Here is what I've been doing:
1. Wire wheel loose/surface rust to bare metal
2. Clean spots with parts cleaner and rag.
3. Primer
4. Paint (lots of opinions here on what paint to use, do some research)
5. Fluid Film
