Are you referring to the black plastic trim pieces? I may be wrong but I believe the Highlander, along with all of the other trims, came with black plastic, or you could opt for the faux woodgrain trim which came standard on the Limited models.
2001 Sport and all 2002 'Sport Edition's' came standard with the painted silver trim pieces.
