I did try putting it in four wheel high and low and the green 4x4 light on the dash did not come on. Is it possible the electronic lock is not working for some reason?

Yes the e-locker is not engaging, there's an issue. Try searching on the forums, there's a few suggestions on what to try. The factory e-lockers are known to break and have to be replaced in some situations.
