the 1999-2006 Tundra has only one brake rotor size. However, the earlier 199mm calipers were updated to the bigger 231mm calipers and bigger brake pads but rotor size remained the same.

Anyways, if you have leaking wheel cylinders. I change those and bleed the system well. Then adjust the back brake shoes up. Might just fix up your softer pedal.
