Are these the rubber pads near the hood hinges? Maybe add a wider photo for more context.
I just searched the Toyota parts website, and the only pads on the hood diagram I saw were Part Number 5349735010 (a total of four pads, two per side), which the website says were also on the Highlander (I don't know what year-range for the Highlander, but I'd guess 2000/01-2007).
I'd recommend looking at
Toyota Parts and Accessories - Official Online Store yourself and maybe calling a parts department or two to verify.
