The body are the same from 1996-2002 and the 1 frame difference is the front bumper earlier years are flat and the 1999 up are fat lipped.

The 2nd frame difference other then the front bumper change is in 1996 they added another body mount in the middle in 1997 for crash safety in the middle rail.

They should be the same and I see what you mean the brackets part numbers are different from the early years to the later.

Mostly that means there is some sort of change. The only thing I can suggest is that you grab one of the new ones and compare. It probably will work with Just a slight change.

The collision repair manual does not change from 1996 to 2002. :-)
