Wow that's a annoying as hell sound. Have you checked to see if you have a vacuum leak?

And just to rule it out, do you know if all of the serpentine belt bearings are good?

agreed^
check all rubber
if it was a rotating noise i would think it would change with rpm.

With the motor running take the oil filler cap off and see if the noise changes if does it could be a bad PCV valve.

My initial thoughts:

1. Leaking rubber gasket. I had an intake plenum gasket make that noise before. Check the tightness of all plenum bolts, especially if you used Fel-Pro gaskets (they have a small rubber seal that can vibrate if leaking making the noise).

2. PCV valve could be whistling like others said.

3. Bad bearings in the alternator or A/C clutch.

Man. We sure a idler bearing or pulley bearing not bad. If all the belt off except the timing does it still squeal?

I never heard a vaccuum leak sound like that before. I guess anything possible..

In the video it looks like the PCV hose is sticking up in the wind with a white thing in the end of it. A whistle perhaps?

Nevermind, looks like that’s the fuel pressure regulator vent.

I’ve heard similar when folks install the throttle body but forget to connect the injector air assist hose to the bottom of the throttle body.
