98 3rd Gen 2.7 P0420 code now P0401

I've been working on chasing a P0420 code. Replaced PCV, gas cap and upstream O2 sensor. Reset code, drove it and almost immediately the P0401 came on. I have already replaced all vacuum lines. Is there something I did that could cause this code. I find it hard to believe that something suddenly goes bad minutes after installing new O2 sensor. Ideas or thoughts on this one? Thanks for any help.

That EGR system uses a temperature sensor to detect flow, your either have a EGR valve that is stuck open, or a clogged catalytic converter raising EGR temps and reading it as excessive flow. Many young toyota techs are blindly throwing parts at older toyota's with EGR systems because they have no clue how they work.
 
Thanks much. If the EGR was stuck open, would it still run while idling?
If the EGR was stuck open the car would run very poorly, if at all. Possibly same symptom if the catalytic converter was clogged bad enough. most popular check of a clogged catalytic converter is to remove the upstream O2 sensor and drive the car, if performance improves you found your problem. Makes the car loud, but it's effective.
