This type of soil is not like a thick clay or even a mucky loamy soil, those would dry out and cake on. Silt will absorb the moisture out of the air and stay damp, starting to eat away at the metal over time.
Just because you aren't in the "rust belt" doesn't necessarily mean you don't have something to worry about.

Ah. I would imagine lots of these super clean outer frame 3rd Gens inner frames look like yours. If not kept washed clean or coated with rust protection fluids. This is one of the reasons I suggested people look inside their frames with an inspection camera. Thanks for the Feed back UnderFire. This completely makes sense. I also suspected this was the case.
Now the 4 Runners that spend their lives in the super dry deserts would probably be the only exceptions.
