I'd clay bar it first as it is completely non abrasive. This will ensure the surface is clean from contaminants and will allow you to examine the damage better. Than try Fine polish, Coarse polish and Compound only if necessary. Point is to move up in abrasiveness for optimum results.
To me, 1st pic looks like a residue, second pic looks like peeling clear. Report back to us

My truck isn't garaged, and I am the first owner. The first and second pic are actually the same mark on the hood. I also have one close to the gas tank. I will try everyones suggestions...Thanks.......... I will keep u guys updated. If it is the clear coat peeling, is that covered under warranty?
