Call the same dealership and ask to speak to service. Then ask for a quote to see how much it would be to replace the front and rear pads on whatever year your 4runner is. No rotors, just pads. I'd then call parts to ask how much front and rear pads are for your 4runner.

Price everything out and if service say $200 again, I'd ask to speak to the service manager and see why there is such a discrepancy between the quote and what you were charged.

$600 doesn't seem like it's too crazy. Shops will book 0.5hrs per corner so that's 2 hours of labor + parts. At an avg of $130/hr, you're looking at $260 in labor plus whatever parts says it costs for your pads.

do you have a written quote or just by phone? written quote, you are covered. by phone quote, that's what you will get. always and always get a written quote no matter what service you wanted done.

The only thing I see that seems unreasonable is the price of the parts. Looking online MSRPs for the OEM front and rear pads are $104.50 and $67.50, respectively, and those come with the anti-squeal shims (so that's a suspect charge, too). I'm pretty sure the engine air filter MSRPs for about half their list price, too.

Looks like a legitimate dealer quote, $90 CAN for an hour of Labor sounds good actually. You do need the shim kit. The pads are $100 US$ so $116 CAN sounds good. Two hours to change front and rear pads is a long time. But that is what the "book" says...the filter at dealer counter costs $40. At NAPA it's $30 and Amazon is $20ish.

$1 "shop supplies" charge is not bad. $25 labor to install a filter sucks.

That is not true. If rotor thickness is within specs and surface not heavily grooved then the job only calls for pads.

A couple of things here are starting to stand out.

Why didn’t the dealership recommend resurfacing the rotors and then install the brake pads?

Or

If the rotors were bad enough to replace, why would they install pads without new rotors? If brake failure occurred, and said customer were injured, it is possible the dealership could be held responsible unless said customer signed a hold harmless document or a waiver, or possibly be denied service!

Just thinking out loud……

Shims do not come with the pads. Those part numbers are correct for pads and shims but seeing the AZ part numbers referenced in the pad description is confusing me.
Prices are near MSRP. I would be willing to pay $600 US OTD for that service from a top notch mechanic I trusted, but I don’t have one so I do it myself.
Let’s talk about already replacing brake pads on a 4 year old truck. Would like to see the take-offs, premature brake-pad-ulation is a chronic problem in dealerships.
