What is this bracket for?

So I am attempting to install the mounting brackets for the Icon remote reservoir coilovers and there is a bracket in the way. This bracket doesn't have anything connected to it and it seems to serve no purpose. I am wondering, does anybody know what it is for?

In the picture below, I am referring to the bracket that the top hose clamp is clamped onto. By the way, I have a 2010 TE with the KDSS.

Just a guess here, but if you're sure it serves no purpose, maybe they use it on a different model. Maybe XREAS on a limited?

Thats what I am trying to figure out. Icon hasn't seen this bracket before because it is getting in the way of installing the brackets for the reservoirs. I am probably gonna end up chopping that mount so I can fit the mounts for the reservoirs. Just wanted to make sure it is not for something important.
