I think it depends more on the garage door and the framing around it.
The garage door they did demo on had a weather strip against the top and appears to be a fiberglass door with a metal brace behind it (giving it some flex) that allows the wedge to push at the top edge.
Just like cars, if an intruder wants in bad enough, they're getting in.
