I posted this in your topic thread, but in case you check here first: that's the BVSV, or bi-metal vacuum switching valve. It's part of your EVAP system. The top line goes to your charcoal canister, and the bottom one goes to the vac. fitting above the throttle body (the one aimed slightly towards the firewall). I included a diagram on the thread.
