When the 4Runner engine is running and idling, is there a specific fuse in the interior fuse panel by the driver's left knee which would kill the engine if pulled/removed? If so, then which fuse?

Does the rack come with those brackets which slide into the factory rails? And all mounting hardware? Any mounting instructions? Can you post some pics of those brackets?

How does it attach and how do you secure it?
