Yes, it is in sync with the tire rotation at slow speed. It also seems to make the sound at the same point in the steering. When I turn the wheel at slow speed all the way to the left or right.

First, thank you for taking the time to help. The spiral cable came with a tab that needed to be broken off before the install of the steering wheel. I imagine that was what kept it in place. Otherwise, no, I did not wind it up. Here is what it looks like. notice the orange tab.
