I had a simalar faint woaing noise found it to be the timing belt idler pulley bearing. I replaced the pulley and all that stuff when you do a timing belt. The pulley kinda spendy though, when you have the pulley in your hand, make sure to check it first. Good luck!

Sorry took so long to get back, I drove about a 530 mile hywy trip towing a small utility trailer , filled up twice and got between 18 - 20mpg. I can live with that. In the city I get any where from 16 - 18. 99 V-6 w/ auto trans. all stock.

If there is no dimming ,then the starter is not drawing enough current to operate. This done by the starter solenoid. Check the contacts in the solenoid, they can be bought by themselves,cheap and fairly easy to repair. Good luck!
