We up here in New England don't consider an axle good if a CV joint is bad since the actual axle (1/2 shaft) is just a 8" or so rod connecting the CV joints, but yeah, 2 of us, & 2 techs at a garage have checked the axle, & CV joints, & it's tight. The techs at the garage are stumped as...

I wrote she does not use 4WD, so that means the sound is happening in 2WD, & when an axle is good as I wrote, that means the inner & outer CV joints are good.
