    According to the parts guy it's unfinished black plastic. As far as texture, I'd assume since the factory made it with the intent to paint it, it would have a smooth finish and should be ready for paint but I don't know for sure.

    I think the Shrockworks trim option is considerably cheaper but I wanted factory fit and finish. Also, from the pictures I've seen the Shrockworks trim doesn't appear to protect the bottom of the doors/weatherstrip like the factory trim does.

    They probably wanted to make it ugly so you'd want to fix the tire ASAP. I'd bet the spare doesn't have a TPMS sensor (to save a couple dollars) and for liabilty reasons dedicate the non TPMS monitored spare as a spare tire only. I doubt it costs Toyota much less if any to paint the wheel...
