    My guess is the second generation airbag design necessitated a change in the steering wheel, but have not been able to confirm.

    This sounds right. Any way to verify on the vehicle itself? I don't see anything in the 98 or 99 owners manuals. If it's the new style (98+) steering wheel do you just assume it's been fitted with second gen airbags?
