you can do from the tire to the fender or the lip of the wheel to the fender. doesn't really matter as long as you have a net change of 1". Nothing else should need adjustment, but beware that the ride is rougher, but not really that bad. Also if you don't have manual or automatic locking...

you could crank the torsion bars for about 1-2" lift, but it makes a very stiff ride in the front. Supposedly the larger diameter torsion bars give a little softer ride when they are cranked since their preload isn't as much as a stock cranked lift.
