any advice on sleeves? Inside vs outside? I have the vinyl cover, so looks arent an issue.

this is for a stock truck for work, do not plan to roll it, just want a little safer.

Can you cut and reweld a factory rollbar, or do you lose strength? I picked one up to install on a 4runner I use in south america, which doesnt have one. Weight is ok, but it is too big to ship unless I cut it into half or thirds sections.
