I HATE the sound. Is there any way to make it stop?

I get a strange rattle sound coming from my dashboard when my wheels are spinning with lost traction and in high torque situations. It almost sound like when you flick a ruler on the edge of a desk. Does anyone have any idea what this is? Is it an easy fix? is it a sign of a bigger problem...

Progress and problems. The bumpers are painted but the stock bumper hardware is so rusted and corroded we couldn't get it off with the time and tools we had. We're going to plan on starting on it early on a Saturday around the holidays... Wish me luck.
