99 all the way. The 96 has a HUGE mileage discrepancy, thanks to Welding Goat's file. The 185K is nothing; just make sure to check the frame for rust. If it's surface rust, that easy to take care of with some paint or POR.

Sounds like an awesome project. However at the END of the day, you'll only be able to LEGALLY to tow 5K lbs. If something happens while you're towing, you be held liable and at fault bc you're over 5K lbs.
