I've been trying to get the fluid level dialed in, with questionable success.
Problem got worse, not shifting into third almost half the time.
I put in a bottle of Lucas noslip and that fixed it for a day. Tried another bottle and that also fixed it. For a couple days.

And you're right, the 4WD does work. I tested it out carefully, there is no mistaking it.
I went and did a road test of the 4WD, and it definitely works.
So, thanks everybody for your help. I'm pretty sure that chord is for 4X4 indicator and I can live without the light.
Maybe I don't have 4WD then. Because the light doesn't come on. I didn't know there was a light!
And now I feel like a real idiot from those times I turned on my 4WD on a few patches of unimproved roads, feeling like a real badass.

This truck is funny. My ex pressured me to buy it, which I regretted as soon as it happened. After fixing its overheating problem I've kind of fallen in love with it. I just want to baby it, and I don't imagine I'll actually sell it.
I've taken the skid guard off and on a few times dealing with the cooling system, and today I noticed this wire was unplugged. I looked around and can't find where it goes.
The 91 4Runner seems to be functioning normal, so should I just take some wire cutters to it and be done with it...
My crazy ex actually went to their house after we bought it and had a conversation with the guy's wife at their door. She told the woman she had a gun in the car and they called the cops on her. Oops! (Looking back that was a sign she was going into a bad manic episode.)
