I’m not 100% sure on this, as I have a V8, but I believe that is either the one way valve to the brake booster or a valve for the evap system. Never heard of them needing serviced unless there is a problem with it sticking closed/open.

That's not a bad idea at all, just buy some cheap new aftermarket headlights to get by for the couple weeks the OE headlights are being retrofitted!

Correct. Assuming you're using a feeler gauge, it would become harder to put the gauge between the lifter and cam lobe.

From my experience, it's the exhaust valves that get tighter over time. You defenitely don't want an exhaust valve hanging open during combustion.

You really won't have to worry about the rust honestly. Unless you're planning on returning to the original suspension setup in the future. If the bolts on the frame break off it's really no big deal. You can still remove everything by cutting the lines off and removing/breaking a few bolts off...

I was really just trying to level my car out. I'm not planning on lifting it at all, so I went with the first lift notch witch was .85" I think. The only thing I might do is get FJ springs for the rear.

Removed old X-Reas suspension and replaced them with Bilstein 5100's front and rear. Noticeable difference compared to the old suspension. Only took about 3 hours to remove and install.
