You should look into hitch mounted swing away cargo carriers. Have use one from rola for 17 years and it is awesome. Easy to get to easy to open to access the rear. They don't make it anymore but there are similar ones on etrailer

Titan fuel tanks makes something similar that fits a lot more tire carrier styles.
