Probably a belt. Pick up some belt dressing spray at you local auto parts store and give them a spray. If that does not cure it, you are probably looking at a bearing somewhere(alt/power steering/A/C) and some $$$'s.

OK...so where does the drain tube drain to, it is just hanging in the inside of the fender panel??

Starter contacts inside the starter. You don't need a complete new starter. Runs about 30 bucks from the dealer.

I have found the culprit of the noise, it is where the upper and lower plastic pieces comes together. When you go over small bumps or uneven surfaces in the road I get the noise. I silicone sprayed it but it really did not work. This is the area or a bit to the right that makes the noise...

I have the same problem with my 06. I usually hear it when going under 30 mph, uneven or bumpy road and it is coming from the rear compartment, drivers side. I'm getting serious this weekend looking for it.

There is very, very little scatter from a laser gun. You may get lucky and detect it off someone else, but don't plan on it. I have a V1 and an Escort 8500x50.
